So a new version of this Foobar config finally got released. If you don't know Foobar, it's pretty much the best digital music player for Windows out there with tons of configuration and customization options. I've been using the DarkOne config for awhile but this config hasn't had an update for awhile and was giving me some problems with my secondary monitor. This new update solves those issues. If you've already got Foobar installed and want this update/config, I suggest reading through the first few pages of manual included in the download.

I use the WASAPI and SOX components for output, then output at 24 bit via usb cable to my DAC. You can do the same thing if you have a fancy soundcard for your PC.
