There's no way that could happen. When you reformat or format a hard drive you are removing the entire file system that holds all the files together. In other words, the files are there but in tiny pieces, they lost their names, their attributes, etc. It's like Star Trek transportation in a way without the remolecularization. They are "beamed" into tiny fragments and their genes are scattered helplessly across the hard drive. Special software does exsist that can resurrect a file after a format, but more than half of the files are not recoverable even when you use the software. So you'd have to go out of your way to resurrect the virus with that software to bring it back, and it would be unlikely to function even if it came back in pieces like that. No virus could ever do that by itself because it'd be too torn apart to execute anything at all.
Which, by the way, (obviously, I don't condone child pornography but it's related to the topic of resurrecting files) I think that some pedophiles think that by formatting their hard drives they will be safe and all their kiddy porn will disappear, but the cops have this software. I know because I have been asked by the cops about a guy who brought his machine in once. Gross, right? They can take a formatted drive and recover much of that stuff. Defragmenting the drive after formatting will loose much more info, but the best way to permanently erase data forever is to use drive wiping software that literally fills every single sector of a hard drive with binary 1's so everything is overwritten. Or if one doesn't have such software, physically smashing the hard drive with a sledge hammer will make the thing unreadable forever. Of course none of you are into kiddy porn but you might want to know that if you want to know how to destroy classified business or government related personnel files. I feel a lil dirty bringing the subject up, but I see this kind of trashy shit at work, and you asked LOL.
